- Setting greatest importance to strategic planning for emergency response operations, assesing it as the basis for expanding investments that enhance the resilience and agility of entities, noting that it is right way to involve all stakeholders in implementing the content of sustainable plans.
- Enhancing collaboration and harmony between all parties of the Emergency and Crisis National Network, especially the private sector, the academic community, civil society organizations and governments. In times of emergency, it is required that transparency and continuous updates be implemented and setting improvement of the legal, regulatory and institutional frameworks within the country.
- Steady and continuous education and training has a great impact on improving the performance of emergency and crisis management institutions. Parallel to that, these institutions are required to learn from successful casestudies both regionally and internationally, to become more capable of dealing with crises and limiting their repercussions.
- Governance plays a fundamental role in improving the performance of emergency and crisis institutions. Therefore, it is paramount to develop efficient international standards for the governance of crisis and emergency management to guide countries as they seek to develop their national capabilities to respond to challenges and dangers of all kinds.
- With contemporary crises of a complex, cross-border nature, there is no alternative to coordination, collaboration and integration between states and other actors in the Emergency and Crisis Management Community, including international organizations and local entities.
- There is a necessity of establishing and consolidating the principle of trust in the exchange of information and experiences between the partners of the Emergency and Crisis Management Community at the international, national and local levels, in order to raise the level of national capabilities in confronting crises shall they occur, while reducing the chances of their occurrence in the future.
- The escalation of new generation of risks and crises driven by economic and social conditions calls for confrontation by relying on studies and research to raise the level of preparedness and readiness.
- Foreseeing future risks is a crucial element in developing national strategies for disaster and crisis management. This requires crystallizing a clear approach to foreseeing the future in order to identify and assess risks and crises and develop possible scenarios to deal with them.
- Employing technological developments, including applications of Artificial Intelligence and Big Data, in order to adopt smart policies and solutions based on innovation and creativity, and to achieve accurate, realistic and applicable results.
- Raising awareness among the public and raising the level of educational awareness among community members with regards to managing emergencies, disasters and crises; as individuals are often the front line of defense to face current and future challenges and dangers.
- While the world is currently experiencing an unprecedented climate crisis, building a more sustainable future for the next generations calls for strengthening international climate action efforts and developing effective early warning systems for natural disasters, and raising the ceiling of the world’s aspirations to support the results of the extraordinary edition of COP 28, which the UAE will host next November.
- Investing in climate resilience and adaptation in cities will reduce the economic and social impact of future crises caused by climate change and extreme weather.
- Emergency and crisis management is a science and an art all together. Therefore, courses related to logic, philosophy and other human sciences must be included in preparing the future generation in the field of Emergency and Crisis Management.
